New Carolina Parental Involvement Council
What are SICs?
The School Improvement Council (SIC) serves as an advisory committee to a school's principal and faculty. Unlike PTA/Os and other voluntary school organizations, councils are mandated by law to exist in every public school in South Carolina. SICs play a key role in the education of our state's children, bringing together parents, educators and community stakeholders to work collectively to improve their local school. More than 16,000 people serve on SICs in South Carolina.
Councils work with the school to develop and implement a five-year school improvement plan (school renewal plan), monitor and evaluate success in reaching the plan's goals and objectives, and write an annual report to parents about the progress of the plan. Councils also assist the principal in writing the narrative for the School Report Card. In addition, Councils advise on the use of school incentive awards and provide assistance as requested by the principal. School Improvement Councils do not have any of the powers and duties reserved by the local school board.

Who is Eligible to Serve on a Council?
Almost anyone is eligible to serve on a School Improvement Council - parents, teachers, business partners, community leaders and students in grade nine and above. For more details read the SIC Handbook - "The Basics" available on the Publications and Downloads page.
The principal serves as an ex-officio member of the council. Other people may also serve as ex-officio by virtue of their position at the school. These people may include the PTA/O president, volunteer coordinator, business partner, Booster Club president, Teacher of the Year, and last year's SIC Chair...the number depends on the school's needs.


ELECTED
The elected members of the SIC represent two-thirds of the SIC. (EFA, EIA)
Parents
• A minimum of two parents are required to be elected by the parents of students in the school. (EFA, EIA)
• A parent may not serve as an elected representative of parents if their child graduates or transfers and no longer attends the school. (EFA, EIA)
• Most schools have more than the minimum number in order to increase the base of representation.
• In deciding the number of parents serving on the SIC consider the number of grades in the school or the number of communities represented in the school.
Teachers
• A minimum of two teachers are required to be elected by the teachers in the school. (EFA, EIA)
• Most schools have more than the minimum number elected to reflect the representation of the grades, subject area or age groups of the students.
Students
• The students in the school with grades 9-12 are required to elect a minimum of two students. Schools with other grades may also elect students to the SIC if they desire. (EFA, EIA)
• Most high schools have more than the minimum number elected to reflect the number of grades in the school.
